What you say is, more or less, that people don't find work unless they think it is in their best interest to do so?

If forcing people to work for their benefits only work when there is an ambience in society saying that the benefits will soon disappear, it means that when people think the benefits will remain, they can most often find a reason why they are exempt from the work requirement? Or what else explains the poor results of the 11 experiments with work requirements?
