Please note that the doctrine of a Bishop's Storehouse had been established early in Church history in Kirtland, Ohio in 1831 (see Doctrine and Covenants 42:33-34). Many such storehouses operated throughout the Church. For example, members of the Church in Logan, Utah dedicated an entire city block as "Tithing Square", where tithes and offerings were gathered. Some of the donations were used to operate the Church's organization, but much was distributed to the poor and needy. So while the Pioneer Stake Storehouse was new in the 1930's, it wasn't a new idea, and might rather be considered a new application of a long-existing practice.
