Would capital be a meaningful limiter? If we were to look at your leviathan assumptions of AI companies, wouldn't AI lenders and VCs be able to write huge checks to other AI companies which then deliver huge ROI because of the increase in output, feeding into itself? In that scenario it seems like the limiter might end up being human demand and pace of operation.

Yes, and also, it takes time to get political consensus to start up regulatory institutions. Some people worry about what happens if AI gets smart enough to talk people into letting it out of a box, but maybe we should first worry that we haven't gotten to putting it in a box?
